City in Focus: Prague, Czech Republic
PRAYER BRIEFING
When the iron curtain fell, two forces flooded the Czech Republic to fill the void left by communism: christian missionaries and pornography. If there remains a question as to which influence won, Prague’s sex slavery problem puts to rest any suspicions. Today Prague is esteemed as the most beautiful city in Europe, and yet maintains the notoriety as the “Bangkok of Europe,” and a gateway city for the widespread distribution of pornography.
There are many reasons Prague is an ideal sex market. Prague has an economy that has successfully weathered the economic transition from communism to globalized capitalism, a legal structure that makes it extremely difficult to prosecute criminals, a culture of prostitution that veils the illegal sex trade. These taken together are like a sugar solution for the exponential spread of immorality.
For example, Prague is a no brainer for the criminal-capitalist who wants to buy low cost goods (read: slaves) and sell them in a lucrative market (read: forced prostitution). Eastern European and ex-Soviet bloc countries might be good sources of women desperately impoverished, but destitution doesn’t lend itself to a very good ROI; that’s why they bring them to Prague, the closest of the wealthy western markets that serve as destinations for trafficking victims. What’s more, Prague’s legal system is not a criminal justice system (like America), but a civil justice system. In a civil system, an overwhelming amount of evidence is needed to convict a trafficker of a crime, let alone if you can successfully prove a crime even occurred (Prague’s laws don’t yet define women who by their own will cooperate with traffickers, though deceived, as “victims.”) If convicted of a “civil” infraction, a trafficker may only spend months in jail before he is back in the game.
And then there’s the prostitution. Prostitution is perfectly legal in Prague; it’s solicitation that will get you in trouble. And somewhere in the space between those split hairs is where you’ll find the vocation-of-ill-repute known as “street prostitution.” Like in most other cities where prostitution is a part of the scenery, the prostitution in prague is the perfect cover for sex workers who have been trafficked. Obviously not every woman in street prostitution is a trafficking victim, but generally police forces can’t tell them apart, even when a girl plainly looks like she hails from Phnom Penh or Nairobi. If you walk down the right street after dark in Prague you will be mobbed by 20 men at a time, all clamoring over one another to get you to come into their club to buy sex.
